SELECTED EXPERIENCE ON REZONING EXERCISES
This Project was commissioned by Ta Kwu Ling District Rural Committee and political sector.
Description of the Project:
This Study Project started since 2022 and is to comprehensively review the two administrative zones of Hong Kong and Shenzhen in planning and land context, involving a full spectrum of planning consultancy services including but not limited to strategic planning, statutory planning, urban design and landscape, master planning, place-making, population and employment forecast, demand calculation and disposition of Government, Institution or Community facilities, economic planning, traffic and transportation planning and design, and actual implementation with mechanism, as well as all preliminary technical assessments.
The study boundary has an area of over 600ha in the geographical area of Ta Kwu Ling and its surrounding areas. The result of the study was reflected on the latest Development Proposals of New Territories North New Town and Ma Tso Lung promulgated by the Civil Engineering and Development Department and Planning Department under Development Bureau in 2024 in which more than 60% of our study findings were reflected on the broad land use concept plan, including but not limited to the development theme of University Town, Boundary Mixed Use Area, Innovation &Technology Enterprise Park etc..
This is representative case to which “advance advocacy planning and lobbying” is required for planning and rezoning.
This Project was commissioned by Architectural Services Department, HKSAR Government.
Description of Project:
The objective of the Project is to prepare and submit all necessary technical assessments and reports as required by PlanD to successfully facilitate the application for Outline Zoning Plan amendment (Section 5 Rezoning Amendment) to the TPB. The Project involves mainly the rezoning of “Open Space”, “Other Specified Uses (Business (1))”, “Government, Institution or Community” and within an area shown as ‘Road’ to “Government, Institution or Community” to accommodate Open Sports Ground (with 5,000 individual spectator seats and a 400m length 8-lane running track) with an 11-a-Football Pitch cum Rugby In-field, one 11-a-side Artificial Turf Football cum Rugby Pitch, Skatepark, related ancillary facilities and landscaping area, Sports Centre, Indoor Heated Swimming Pools, one 11-a-side Artificial Turf Football Pitch, two Futsal Pitch cum Handball Court, Outdoor Fitness Area, Landscaping Area and Community Garden, associated Ancillary Facilities, Depot for Hong Kong West Tree Team and Small Library with a Study Room, two Maintenance Depots, Public Toilet, District Health Centre, Elderly Health Centre, Public Vehicle Park, and Office of Visiting Health Team with a site area of over 9,000 sq.m..
This was a controversial case as it involved increase in development intensity, removal of trees, and removal of car parks. The project team are currently working and using advance advocacy planning and lobbying to ensure that the application would receive a more positive acceptance.
Duties:
(1) Provide project management, town planning and design input;
(2) Manage and coordinate with in-house professionals/sub-consultants on the deliverables including but not limited to Master Layout Plan (MLP), Landscape Master Plan (LMP),Tree Preservation and Landscape Proposal (TPRP), Visual Impact Assessment (VIA), Traffic Review, Drainage and Sewerage Impact Assessment (DIA, SIA), Air Ventilation Assessment (AVA), Preliminary Environmental Review (PER), etc.;
(3) Oversee and manage the project to obtain approval of the proposed rezoning; and
(4) Provide overall strategic directions from town planning and urban design perspectives to resolve concerns from the relevant Government departments.

Description of the Project:
The objective of the Project is to carry out Feasibility Study and Application for Permission under Section 12A and Section 16 of the Town Planning Ordinance for Proposed Residential Development at Various Lots in D.D. 210 and Lot Nos. 1860RP, 1861S.A RP in D.D. 244, Ho Chung, Sai Kung, New Territories.
Duties:
(1) Lead and manage team members to provide project management;
(2) Prepare a feasibility report to present to feasibility of different scenarios of the proposed residential development;
(3) Lead a group of multi-disciplinary professionals;
(4) Coordinate with experts to secure planning approval for the project;
(5) Provide town planning inputs;
(6) Public engagement and direct liaison with the public and governmental departments; and
(7) Formulate strategy to secure public support.
This Project was commissioned by Civil Engineering and Development Department, HKSAR Government.
Description of Project:
The objective of the Project is to carry out investigation for the site formation and associated infrastructural works for development of columbarium at Pok Fu Lam.
The Project involves the rezoning of “Green Belt” to “Other Specified Uses (Columbarium)” to accommodate over 35,000 niches on a vertical slope with extensive tree felling with a site area of over 7,500sq.m.. This was a controversial case as it involved undesirable land use of a columbarium and substantial changes to the natural terrain and advance advocacy planning and lobbying is required. Proposer advance preparation is required and the Project is still in the pre-application stage.
Duties:
(1) Provide strategic advice and direction to realize the project;
(2) Identify potential issues generated from the proposed columbarium development and provide overall cost effective approaches to resolve the identified issues;
(3) Lead and manage team members to provide project management, town planning and visual impact inputs in support of technical proposal;
(4) Carry out public engagement and direct liaison with the public and the Government departments;
(5) Lead a group of multi-disciplinary professionals involving town planners, landscape architects, traffic engineers, environmental experts, infrastructural engineers, etc. to provide technical assessments to obtain endorsement from relevant departments; and
(6) Formulate strategy to secure public support; etc..
This Project was commissioned by Architectural Services Department, HKSAR Government.
Description of Project:
The objective of this Project is to obtain endorsement from relevant Government department and seek for an amendment of plan for a proposed multi-storey columbarium development with associated facilities at the Kwai Chung area.
This was a controversial case as it involved undesirable land use of a columbarium and it involved the work of seeking an agreement with the Harbourfront Commission. At the end the Project was a successful project using the Section 5 to rezone from “Government, Institution or Community” (“G/IC”) to “Other Specified Uses (Columbarium)” (“OU (Columbarium)”) to accommodate 70,000 niches.
Duties:
(1) Provide strategic advice and direction to realize the Project;
(2) Provide project management and town planning inputs in support of the amendment of plan exercise;
(3) Carry out public engagement and direct liaison with the public;
(4) Lead and oversee a group of multi-disciplinary professionals involving town planners, landscape architects, traffic engineers, environmental experts, infrastructural engineers to provide technical assessments in support of the amendment of plan exercise; and
(5) Formulate strategy to secure the Government’s endorsement and public support.
TERRITORIAL AND REGIONAL TOWN PLANNING AND LAND ADMINSTRATION / VALUATION STUDIES
This Project was commissioned by Ta Kwu Ling District Rural Committee and political sector.
Description of Project:
This Study Project started since 2022 and is to comprehensively review the two administrative zones of Hong Kong and Shenzhen in planning and land context, and recommend an alternative land use pattern and implementation mechanism.
This Project was commissioned by Southern District Council of Home Affairs Department.
Duties:
(1) Provide planning inputs;
(2) Carry out public engagement and direct liaison with the public;
(3) Lead and manage team members to provide project management;
(4) Lead a group of multi-disciplinary professionals involving town planners, traffic engineers, land matters expert, etc.; present to community about the overall planning concept, planning features, implementation programme and mechanism to raise public awareness of the future development in Ap Lei Chau; and
(5) Attend various development in relation to the waterfront matters, provision of replies to various enquiries from the public, quasi-governmental bodies and private sectors, etc.

Description of the Project (Phase 1):
The objective of this Project is to provide professional valuation advice to determine the potential contribution of the proposed large scale property development at the subject site(s) near stations along the Northern Main Line as a source of funding support to MTRCL according to the prevailing R+P model.
Duties:
(1) Carry out an independent set of valuation assessment on the proposed 29 nos. property development sites near Kwu Tung New Development Area, Fanling North New Development Area, San Tin Station, Hung Shui Kiu New Development Area, Ngau Tam Mei Depot, Tai Po and Kam Sheung Road along the Northern Main Line via residual method; and
(2) Assess the estimated indicative amount of land premium to be payable by MTRC.
Description of the Project (Phase 2):
The objective of this Project is to provide professional valuation advice to determine the potential contribution of the proposed large scale property development at the subject site(s) near stations along Part 2 of the Northern Main Line as a source of funding support to MTRCL according to the prevailing R+P model.

Description of the Project:

Description of the Project:
The objective of this Project is to develop a land-configuration and a re-zone plan for the Marina District in National City, part of the Port of San Diego.
Duties:
Involved in developing the National City Marina District Balanced Land Use and CEQA Project Description for the Port of San Diego including public engagement with stakeholder workshops and community design charrettes.

Description of the Project:
The objective of this Project is to develop a sustainable and technically feasible land use planning framework to accommodate potential population with job opportunities for strategic development in the North East New Territories of Hong Kong.
Duties:
(1) Undertake planning researches and report writing;
(2) Contribute town planning inputs to the production of master plan;
(3) Liaise with relevant Government officials and professionals in various disciplines (including engineers, landscape architects, economists, surveyors, etc);
(4) Formulate/implement public engagement strategy and programme etc..This Project was commissioned by Shenzhen Municipal Government.
Description of the Project:
The objective of this Project is to develop land on Shenzhen side by Shenzhen River into a major supporting area to the Hong Kong Lok Ma Chau Loop (the LMC Loop), which is aimed to be a place of significance for higher education supplemented by research and development as well as cultural and creative industries by Hong Kong Government.
Duties:
(1) Provide strategic public engagement advice;
(2) Undertake planning researches; and
(3) Provide advices to the concept plans prepared by the Lead Consultant, China Academy of Urban Planning and Design etc..
Description of the Project:
The objective of this Project is to review the possibility for imposition of building height restriction on Wan Chai Outline Zoning Plan.
Duties:
(1) Carry out researches on dilapidated buildings and redevelopment potential; and
(2) Perform daily project coordination with Government Officials etc..
CULTURAL PLANNING AND DEVELOPMENT
This Project was commissioned by West Kowloon Cultural District Authority (WKCDA).
Description of the Project:
The objective of this Project is to develop a cultural district (40ha) in West Kowloon, HKSAR to become a place of cultural significance worldwide; prepare planning submission to the Town Planning Board (TPB) under WKCDA Ordinance of HKSAR and secure planning approval.
Duties:
(1) Lead and manage team members to provide project management;
(2) Perform daily project coordination with town planners, architects, traffic engineers, environmental experts, infrastructural engineers, electrical/mechanical engineers, surveyors, artists, financial modelers, retail specialists, public arts experts, cultural industry-related experts etc.;
(3) Formulate strategy to secure public support;
(4) Develop public engagement materials;
(5) Produce master planning;
(6) Prepare land disposal strategy;
(7) Develop development programme;

Description of the Project:
The objective of the Project is to transform the existing Central Police Station into a major cultural focus in Central, Hong Kong.
Duties:
(1) Prepare planning submission to the TPB;
(2) Perform daily project coordination with architects, traffic engineers, heritage conservation specialists, environmental experts, infrastructural engineers, electrical/mechanical engineers, surveyors, photographers and artists;
(3) Provide visual assessment inputs; and
(4) Formulate town planning strategy to secure planning approval for the Project etc..
SPORT PLANNING AND DEVELOPMENT
This Project was commissioned by Architectural Services Department of the HKSAR Government.
Description of the Project:
The objectives of this Project is to rezone the current recreation grounds for more intense use and to include other GIC uses. The intensification of use involved the engagement of other professionals such as architects, landscape architects, environmental engineers, transport engineers, drainage and sewage engineers, air ventilation specialists, and quantitative risk experts.
Duties:
(1) Lead and manage team members to provide project management;
(2) Lead and coordinate input from a group of multi-disciplinary professionals involving town planners, landscape architects, traffic engineers etc.;

(1) Carry out hotel study through public engagement and direct liaison with the public;
(2) Responsible for facilitation of the project direction and management of the consultancy services, prepare working paper, interim report; and
(3) Report on Stakeholder Engagement for the formulation/implementation of stakeholder engagement strategy and programme.This Project was commissioned by Home and Youth Affair Bureau (HYAB) of the HKSAR Government.

HI-TECH MANUFACTURING / INDUSTRIAL / LOGISTICS PLANNING AND DEVELOPMENT
This Project was commissioned by private sector (Turbo Ice Company Limited).
Description of the Project:
The objective of this Project is to provide comprehensive consulting services on financial arrangements to assist the client in relocating their existing factory in Tuen Mun due to land resumption by the Government.
Duties:
(1) Provide strategic advice on the overall financial arrangements to assist the Client to smoothly relocate and implement the proposed development;
(2) Provide project management and coordination input;
(3) Carry out valuation on the land value and gross development value;
(4) Carry out valuation on business value;
(5) Formulate strategies for lobbying with relevant bureaux/government departments; and

Description of the Project:
The objective of this Project is to provide development strategy consultancy to help the Client explore opportunities for incorporating new businesses at the Site.
Duties:
(1) Prepare relevant materials and/or make presentation to relevant Government bureaux/departments e.g. DevB, Financial Services and the Treasury Bureau (FTSB), etc. on the future intended use(s);

Description of the Project:
The objective of this Project is to echo with the Government’s Policy Address on Advance Manufacturing via provision of feasibility study and submission of planning and land applications to the Government to realize a new Advanced Manufacturing Centre (AMC) building at the Tai Po INNOPARK Area.
Duties:
(1) Advise on the feasibility for various development options from planning perspective whilst taking into consideration the balance of time, cost and feasibility of the Project;
(2) Prepare a Feasibility Study, Planning Statement and Visual Impact Assessment in support of the Planning application;

The objective of this Project is to provide preliminary financial assessment that forms part of the feasibility study to examine the technical feasibility of developing a MSC for container storage / cargo handling cum modern logistics facilities at the study site in Kwai Chung.
Duties:
Prepare a preliminary financial assessment to estimate the land premium and accommodation value that the market is ready to offer for the study site based on both direct comparison and residual valuation methods.

This Project was commissioned by Civil Engineering and Development Department of the HKSAR Government.
Description of the Project:

Project Director for Planning Consultancy Services for Provision of Columbarium at Ex-Kwai Chung Incineration Plant on Kwai Yue Street (Programme No. 31NB) (commissioned by Architectural Services Department (2023): The objective of this Assignment is to obtain endorsement from relevant Government department for a proposed multi-storey columbarium development with associated facilities at the Kwai Chung area. Duties: Provide strategic advice and direction to realize the project; Provide project management and town planning inputs in support of the amendment of plan exercise; Carry out public engagement and direct liaison with the public; Lead and oversee a ground of multi-disciplinary professionals involving town planners, landscape architects, traffic engineers, environmental experts, infrastructural engineers to provide technical assessments in support of the amendment of plan exercise; and Formulate strategy to secure the Government’s endorsement and public support.
CROSS-BOUNDARY FACILITES DEVELOPMENT
This Project was commissioned by Civil Engineering and Development Department and Planning Department of the HKSAR Government.
Description of the Project:
The objective of this Project is to develop the 5th road-based boundary control point for strategic development in Hong Kong.
Duties:
(1) liaise with a multi-disciplinary team;
(2) provide general planning inputs; perform public aspiration analysis and undertake public engagement research for lobbying exercise;
(3) supervise the study process;
(4) carry out broad qualitative economic analysis looking into the potential impacts to Hong Kong, Guangdong Province Mainland China and Taiwan;
(5) undertake research works on Greater Pearl River Delta development policies in respect of Hong Kong development;
(6) prepare planning papers to facilitate Government departmental meetings;
(7) review planning reports;

OTHER GOVERNMENT FACILITIES DEVELOPMENT
This Project was commissioned by Civil Engineering and Development Department of the HKSAR Government.
Description of the Project:
The objective of this Project is to submit a planning application for a proposed education centre in Shui Hau, situated on the Lantau Island, under Section 16 of the Town Planning Ordinance.
Duties:
(1) Lead and manage team mebers to provide project management; and
(2) Provide town planning, landscape proposal, visual impact inputs in support of technical proposal.This Project was commissioned by Architectural Services Department (ASD) of the HKSAR Government.
Description of the Project:
The objective of this Project is to obtain a planning approval for a Joint-user Complex for ASD.
Duties:
(1) Provide project management, town planning and visual impact inputs in support of the S16 Application;
(2) Carry out public engagement and direct liaison with the public, government departments and district council members;
(3) Lead and oversee a group of multi-disciplinary professionals involving town planners, traffic engineers, and infrastructural engineers to prepare documents for a S16 planning application to the Town Planning Board including architectural and landscape design, topographical surveys, environmental assessment, traffic, sewage and drainage impact assessments, air ventilation assessment; and

Description of the Project:
The objective of this Project is to make representation to the Town Planning Board (TPB), expressing comments and grievances on the Urban Renewal Authority's Draft Development Scheme on Sai Yee Street / Flower Market Road (YTM-013).
Duties:
(1) Provide top-tier strategic directions to Client for the Urban Renewal process, authored the representation to the Town Planning Board; and
(2) Provided advice on the Urban Renewal Authorities' offer to the Client.This Project was commissioned by private sector.

The objectives of this Project is to choose and assist the selected Developer to develop a comprehensive residential cum school development in Tuen Mun.
